LaTeX Text Splitter

As most scientific papers are released not only as pdf, but also also source code (LaTeX), I propose adding a LaTeX Text Splitter. I shall split in hierarchical order (e.g. by sections first, then subsections, headings, ...)

I will setup my dev environment now and start working on it (shouldn't be too hard I think). Unfortunately I don't have the right to assign myself to this issue (or to add labels)
