This does not appear to be in the package catalog, how to install it

zkessin, this package is not really supported anymore. Though the new version of elm includes a very similar json decoder and encoder in the core library: http://package.elm-lang.org/packages/elm-lang/core/1.0.0/Json-Decode http://package.elm-lang.org/packages/elm-lang/core/1.0.0/Json-Encode
