Fuzzy testing

Add a fuzzy testing framework and tests. You can start by creating a fuzzer folder, with a skeleton structure of a fuzzer, like we do in the VM https://github.com/lambdaclass/cairo-vm/blob/95d2c88fcd4ef799ff64fc392efd633c05fa37e4/fuzzer For the moment I think is too much work to start fuzzing a .sierra program, but making the skeleton structure plus adding some useful functions will work fine
