Couldn't figure out how to setup `--anonymous-inbound` on the monerod container, but this is a first pass that will expose the restricted RPC port to the Tor network.

Handle AddressNotFoundError in nodemapper.py

If geoip2 can't handle an IP address, the whole response to Prometheus will fail.\ With this change, the unknown IPs are simply ignored.
