Debug doesn't work

Describe the bug Enabling the debug setting does not add the tool to the menu.

To Reproduce Steps to reproduce the behavior:

1. Go to ext popup
2. Go to Settings
3. Make sure debug is enabled
4. Open/reload a repl

Expected behavior Expected the debug icon to appear in the debug pane.
