solutionParams: exclude 0 folder

We should exclude any option within the 0 folder from the solutionParams component.

We are (currently) only running steady state simulations which means that runtime change of properties set in the 0 folder really define a completely different simulation. This would also have no effect in decomposed cases since the 0 folder options have been passed on the processor* folders.

As discussed I will limit change to 0 folder parameters for only when the case is not running.

I haven't implemented this yet, however, I mentioned it in the video. Let's keep this open not to forget to implement it at some point.
