What is the problem this feature will solve?

After the internal offline registry is down under the network connection situation, the basic image can still be pulled to avoid pod creation failure.

The base images are pause:3.7 and kube-apiserver, kube-scheduler, kube-controller-manager, kube-scheduler, etc.
