Importing notebook always make empty selection at environment setting of session launcher dialog.

When the user tries to import jupyter notebook and execute right after the session creation, the environment setting must be set before the session starts. But somehow It always show empty selection, and makes an error.

To Reproduce Steps to reproduce the behavior: 문제를 재현하기 위한 순서를 자세히 적어주세요:

1. Go to 'Import & Run' page
2. Input valid jupyter notebook(e.g. this link)
3. Click 'IMPORT & RUN' button in import notebook panel.
4. Session launcher dialog appears.
5. See the error

Expected behavior A clear and concise description of what you expected to happen. 원래 기대했던 동작은 어떤 것인지 명확하게 적어주세요. At least It should select one of the environments.
