Describe the bug

When the folder dialog is open, if multiple notifications are stacked, mouseover interaction is not possible.

To Reproduce

  1. In the list of folders in Data&Storage, click the folder icon to launch the modal.
  2. Trigger at least four notification popups to stack.
  3. The mouseover interactions will not work well.

Expected Behavior
