"Create a new keypair" and "Maintain keypairs" route to same page in Summary's Start Menu

"Create a new keypair" and "Maintain Keypair" button in Summary's Start Menu route to same page. I think the buttons should have different action or be a one button.

- Go to Summary page
- Click "Create a new keypair" / "Maintain keypairs"
- See result

I think the proper action of button is
- "Create a new keypair": move to credentials page and show "add credential" dialog
- "Maintain keypairs": move to credentials page

I think it would be better to remove the "Create a new keypair" button (because we can create a new keypair by pressing the "Maintain keypairs" button anyway)
If you leave all three without removing the one, why don't you automatically display the "ADD CREDENTIAL" dialog on the user page when you press the "Create a new keypair" button
