Trying to run `nixos/nix` fails to run setup

When trying to run the nixos/nix image on isle it fails to run its setup:

$ linux -V 3 -i docker.io/nixos/nix

All following runs will fail with:

$ linux -V 3 -i docker.io/nixos/nix

error establishing connection as user: open /data/containers/isle/rootfs/etc/passwd: no such file or directory
