Power Module Rev D Fixes

Before you spin Rev D, it would be good to check if the watchdog firing actually turns off and back on the power rails correctly. (Probably a deadbugged chip and some wires)

• [x] VSOL- must be connected to VBAT-. Watchdog only shuts off battery connection to ground, solar panel could still power device. Change charger GND connections to VSOL-/VBAT-.
• [x] Battery monitor sense resistor needs to be closer and have better traces to pins
• [x] R53 and R13 swap
• [x] LTC2943 requires 3.6+V, so backplane/controller gauge won't work
