Vendor or mirror dependencies

the Chalmers site (the one that wigxjpf is downloaded from) seems to be down and now I can't compile any of librascal. -- @max-veit

We should either have a fork/mirror of dependencies or have them vendored (fancy term for copy-pasted ^^) inside the main rascal repository to prevent this type of error.

I think vendoring is the best solution here, but it could increase the repo size

The mirror solution would be to have a copy of the deps at github.com/librascal/<dep> and download from there.

fy.chalmers.se is down again, #412 fixes the build by mirroring wigxjpf to github (https://github.com/lab-cosmo/wigxjpf) & downloading from there.
