Not all form variable substitutions working

@THE-cmcurtin reported on the mailing list that at least one form, GENERAL FORMS/Narrative Situation Report, is not substituting all of its form variables correctly. In particular, there's a variable in the subject line that's not populating and ends up rendering as the raw template string <var MsgSender>. This ought to be substituted with the "From" callsign.

It looks like there are some of these variables that are "global" and available to all form templates without defining them in the template.
