Allow to move the image while doing an annotation

Is your feature request related to a problem? Please describe. In the "non-drawing-mode" the image can be shifted by click the scroll button. During an annotation this is not possible. While doing a fine annotation of objects (especially larger objects), I have to zoom out and zoom in lots of times to move along the object.

Describe the solution you'd like Allow to shift the image with clicking scroll button during the annotation
