Added Chrome app window button removed old ones

I edit the background.js and added true to frame to get window buttons then i removed quit/compact code from index.css and index.html and the down and up speed still works perfectly fine also removed blue and left white. These changes have been wanted by me and others for awhile now well the window buttons not the blue.
