gcp-eventing-upgrade pipeline for the new CRD

We need an upgrade job that tests that upgrading our Subscription CRD from v1alpha1 version to v1alpha2 does not break and eventing works as expected.

Tasks:

  • [ ] upgrade prow job that upgrades from main -> main enabling feature flag
