Replace kiali component with a tutorial

Description Following the new Strategy, we will not be able to offer a Kiali component fullfilling enterprise-grade quality. With that, it should not be offered as a component which would create wrong expectations, but instead a well-done tutorial needs to be provided on how to install it on your own.

• [x] Deprecate component with release notes
• [ ] Wait 3 month and remove component

Reasons The focus of Kyma is not to provide Kiali as an enterprise-grade managed offering as part of the cluster stack
