Show both cluster and namespace level pages on the left menu

Description

The request is to see all the pages in the left menu.

Reasons

By default, Busola only shows the pages for resources in cluster level. To see other pages, user needs to first select a namespace and then a namespace selector appears on the left menu and then, only pages for namespace level resources appear and the cluster level pages disappear. This is very confusing and doesn't match with any other application or console that deals with similar resources.

One idea would be to show the namespace selector all the time in the left menu with "all namespaces" as default value. And show even cluster level resource pages regardless of the selected namespace.

The other approach would be to show all the pages in the menu, and move the namespace selector to each page instead of appearing on the menu.
