truncation expansion

i noticed lipx currently doesnt create patches that truncate the patched file. it appears many ips patching tools support a so-called "truncation/expansion extension", but i haven't found a specification so far.

i don't know about expansion but you may want to use a modern patch format for that, unless you have an old patch with that truncation is a lunar ips extension afaik, so i think not official, but i think support can be added

i would need to find a sample patch for both first or some docs because i couldn't find any
