Consonant NG /ŋ/ is not a licit onset. For example see the docstring.
This doesn't support (and it's not obvious to me how it could support) morphologically complex wordforms (no one really knows much about the degree to which morphological boundaryhood influences English speakers' judgments about syllabification) so "singing" is not in the domain of the syllabification function.
