Update dependency

This is a pull request to upgrade ember-raf-scheduler to the latest version so it uses an update version of ember-cli-babel. Currently I get this deprecation message when building ember-bootstrap.

The following outdated versions are found in your project:

* [email protected], currently used by:
  * [email protected]
    * Depends on ember-cli-babel@^6.6.0
    * Added by [email protected] > [email protected]

Let me know if I need to do anything else for this PR to be included.

Yes. But just like others I get swamped with what pays the bills. I will try and make some time to tidy up. Does any one want to remove the dependency on html next (basically simplify the dummy app)? That would really help.
