Maybe docker was not running? You should hit CMD-CTRL-ALT-L once Docker has finished launching.

OK... Is docker running? I don't use use atom. And I don't use docker on windows. So I'm not sure how much I can help. But certainly I don't know enough about your situation to even make a suggestion.
