Timed write for BLE/IP

BLE implementation for timed-write characteristic support. IP is not added, since I cannot check it and have no idea the protocol works in detail. This fixes #227

Remove pairing even if device is not reachable

A pairing may be removed on the controller side even if the accessory is not reachable. This is the same behavior as provided by the Apple Home-app.
