Do I Need Some Sort Of Program To Run And Use These Files????

I am extremely confused right now. I had an older version of bongocat installed and it was super simple. All it has was 2 folder, config, and an executable. But now I am trying to create a custom bongocat and these files seem so different. I do not see an executable, no config...I am so confused. I know I probably just missed something super obvious, but I am at an impass.
