Document Permissions Needed to Run KUTTL

We need to list the verbs and objects needed for kuttl in different modes. Modes to include:

  1. kuttl in namespace creation mode
  2. kuttl restricted to a ns

Include other factors like flags...

--suppress-log=events will not need event access etc.
