Pre-Validation prior to running KUTTL

as identified https://github.com/kudobuilder/kuttl/pull/184 we need to validate what we can prior to running kuttl. This could be a k kuttl verify or a validation before running... the idea is to know that something like collectors are not valid prior to running.
