Automation: automatically cut releases of policies every month

All our policies regularly undergo a process of dependency bumps. However, we seldom tag new patch releases of them.

It would be great to have some automation in place that takes care of that. While working on that, we should also ensure we are using "release drafter" on each policy repository to automatically create changelogs.

Acceptance criteria

• [ ] Configure release drafter on each policy repository
• [ ] Have a monthly scheduled automation process that creates patch releases of each policy. A human must approve the creation of the final tag.
