Emergency recovery

There are situations when the whole Kubewarden stack must be disabled. This could be because there's an emergency in place and some quick (and maybe non-compliant/insecure) actions have to be done. Otherwise a bug inside of the Kubewarden stack or one of its policies is damaging the cluster.

In these circumstances it would be great to have a quick way to temporarily disable all the Kubewarden policies.

As an example, this is what other projects do:
