Trigger chart release when kubewarden-controller is released

Updates the release CI/CD pipeline to trigger the kubewarden-controller and kubewarden-crds charts updates.

We might use this action to dispatch workflows

I need to test my changes to address this issue. However, I open the PR #358 using my main branch. Therefore, I'm not able to test it before finishing the PR. Moving this to block for a while.
