feat: Add questions.yaml to `kubewarden-controller`, `kubewarden-defaults`

When deploying KW UI, and deploying kubewarden-defaults, I didn't find a button to enable the default policies, and did it by changing the yaml instead.

This is not easily discoverable for new users.

Acceptance criteria

kubewarden-controller & kubewarden-defaults have the most used values exposed through questions.yaml.
