Alert VMStorageClassWarning only for Windows VMs

What this PR does / why we need it:

VMStorageClassWarning is being fired for VMs of all OSs, but although technically possible, the error never happened or was reproduced in non-Windows VMs. This PR updates the alert to fire only for Windows VMs.
