Add periodic and pre-submit perf/scale CI jobs.

kwok helps with control plane stress testing. There is a need to add CI jobs (periodic and pull) for kwok perf scale test
Describe the solution you'd like:
Add:
- [ ] periodic kwok perf/scale test to collect benchmarks
- [ ] optional pre-submit kwok perf/scale test to help developers compare code change results with benchmarks
Describe alternatives you've considered: N/A
