Configmap kubesphere-config not found error when install ks by ks-installer

I got the error below when install ks cluster by ks-installer: image

but after about 10 mins: image

and at last the ks-apiserver is up: image

This error is founded at v3.1.1 now.

This error is founded at v3.1.1 now.

We're using the following command to pick some PRs into a patch release version. As we can see from https://github.com/kubesphere/ks-installer/pull/1421 . Users cannot get the fix from v3.1.1

/cherry-pick release-3.1
