Request to load the Pipelines steps from an API

What would you like to be added: The Pipeline step component be able to load steps from an API. Make it be easier and possible to create (by contributor or end-users) more useful steps.

Why is this needed: I have provided all the details about this in https://github.com/kubesphere/ks-devops/issues/602
