Introduce direct Tracetest Data Store

As discussed for the network ease update, we should consider adding a direct Tracetest data store where apps can point their instrumentation modules to Tracetest instead of using a collector.

This should be under certain circumstances as the idea would be to provide an ease method for local development or testing purposes.

Include messaging for users to make sure they understand the Tracetest limits:

1. data store capabilities - not a datastore
2. local dev mode

Consider a global dev/no-trace-mode for the future
