Disable telemetry on cluster when user call `tk disable telemetry`

As a user I want to disable telemetry in all Testkube components with single command.

DoD:

  • Create API endpoint for setting config e.g. POST /config pass {"telemetryEnabled":true} data and patch data in config struct
