Fixing behaviour for new-update-available notification on the header

New update available notification behaviour needs to work as expected:

• When a new version is available only the blue badge appears next to the Monokle logo (in both UIs, selection one and IDE one)
• when hovering the logo, the blue tooltip slides to the right (ideally moving header content correspondingly to the right)
