• Translates content/en/docs/concepts/cluster-administration/system-traces.md into Japanese
• Fixes #53964

Translation details:

• All section headings translated to Japanese
• Technical terms preserved in English (OpenTelemetry, gRPC, OTLP, kubelet, kube-apiserver, etc.)
• Code blocks and YAML examples preserved unchanged
• Style consistent with existing Japanese translations

This PR has test_examples.sh file update as well as python code update, should I put the separated PR?

If the test_examples.sh file or Python code has issues and you want to fix them, please create a separate issue and PR for those changes. This PR should only contain the translation work.

Also, please review your translation to ensure it follows the Japanese localization style guidelines:

日本語文では、文章の途中で改行を行わない。句点「。」もしくは行末のコロン:で改行する 英単語と日本語の間に半角スペースは不要

Please update the PR accordingly.
