Increase timeout of scheduler_perf jobs

Running scheduler_perf test cases with queueing hints both enabled and disabled will reach the timeout. 4 hours should be enough to finish all cases then.

• key sig-scalability-presubmit-jobs.yaml using file config/jobs/kubernetes/sig-scalability/sig-scalability-presubmit-jobs.yaml
• key sig-scheduling-config.yaml using file config/jobs/kubernetes/sig-scheduling/sig-scheduling-config.yaml
