add K8s 1.25 presubmit and release job configs

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

@nawazkh: Updated the job-config configmap in namespace default at cluster test-infra-trusted using the following files:

• key release-1.25-windows-presubmits.yaml using file config/jobs/kubernetes-sigs/sig-windows/release-1.25-windows-presubmits.yaml
• key release-1.25-windows.yaml using file config/jobs/kubernetes-sigs/sig-windows/release-1.25-windows.yaml

In response to this:

• Adds K8s:1.25 pre-submit sig-windows jobs configuration
• Adds K8s:1.25 sig-windows jobs configuration
