[WIP] prow/plugins: Add new plugin for label based commenting

A new plugin called the label-based-commenting plugin is added to comment responses based on the presence of a label. This can be configured similarly to the require-missing-label plugin.

Common functionality from the require-matching-label plugin is refactored out for reuse in the label-based-commenting plugin.

I've created a new plugin going on the comments in https://github.com/kubernetes/test-infra/issues/25048, specifically https://github.com/kubernetes/test-infra/pull/20868#pullrequestreview-593538014.
Most things are configurable, the only hard-coded behavior is how a comment response is generated for an issue on k/k for a kind/support
label to include sig contact information. I wasn't sure how to make that configurable because other users of the project might not follow a consistent way to list information (git.k8s.io/community/sig-wg-name/README.md#contact). Please lmk if there is a better way to do this!
