CVE notes are not properly captured as subheadings of the respective release in changelogs

What happened:

Noticed in https://github.com/kubernetes/kubernetes/pull/105532#pullrequestreview-774070335, CVEs and additional info related to a release should be grouped as a subheading for the correct changelog section.
