Update Digital Ocean docs: lowercase region names

The documentation for Digital Ocean does not indicate that the region name should be specified in lowercase. This PR adds a note to indicate that lowercase must be used to specify region names, and includes the error message that will be received by the end user, if they don't use lowercase. This will aid in Google searches for this error.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.
