graduate ktesting to non-EXPERIMENTAL

Describe the solution you'd like

The API under ktesting is marked as EXPERIMENTAL. We should remove those remarks and commit to a stable API once we think that it is ready.

Anything else you would like to add:

Usage of that new code is starting in Kubernetes 1.25, for example https://github.com/kubernetes/kubernetes/pull/110504

The Kubernetes project currently lacks enough contributors to adequately respond to all issues and PRs.
