Adding appProtocol to controller metrics endpoint

What this PR does / why we need it:

Context:

• Using Istio with strict mTLS in both Prometheus and services (configured to use https)
• Prometheus scrapes the endpoints but treats it as tcp, instead of http for getting the metrics

Get "https://10.244.1.132:10254/metrics": unexpected EOF

But, regardless of this, I'd say that it should be added as it is the new standard: https://kubernetes.io/docs/concepts/services-networking/service/#application-protocol

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. I am using prometheus and grafana as documented and I don't see the failure that you posted @tomasAlabes .

Can you please help me reproduce the problem by providing detailed step by step instructions.
