fix: Ensure changes in MatchCN annotation are detected

What this PR does / why we need it:

Ensure the AuthTLS config correctly detects changes in MatchCN.

Fixes #10915

How Has This Been Tested?

I have built the docker image and deployed it into our kubernetes cluster that was exhibiting the bug. When this version is running the nginx.conf file is correctly updated when the nginx.ingress.kubernetes.io/auth-tls-match-cn is updated.

I could not immediately find an end-to-end test that covers this scenario, but if you point me in the right direction, I'll happily add one.

Hi @wdullaer. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

None of the reload behaviour seems to be tested there right now. Shall I try to add one test?

Edit: added an e2e test which exercises the reload behaviour of this annotation.

~~The linting issues are in files I didn't touch. Am I expected to fix these?~~ Edit: nothing a rebase of main can't fix.

@puerco @cpanato Do you have an indication for when this change can be reviewed?

We're still suffering from this bug in production, and I don't really look forward to maintaining a custom version of the ingress long term.

The code change itself is very small, it shouldn't take too long.
