Add errcheck to test suite to ensure all errors produced are checked

Add the errcheck utility to check and see if there are any functions that produce an error which do not get checked after. Also fixes some issues related to this in sections, no functionality changes, we generally just log the error if it happens.

Hi @michaelasp. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

Modified upon the idea from @panslava that we can use golang-ci instead. Won't compile until #1779 is resolved since golang-ci uses a higher go version. This should allow for more extensibility in the future and the ability to add more linters!

  1. what the tools do
  2. how they are run
