• Enhancement target (which target equals to which milestone): This enhancement is for an out of tree component, as such, its development is not tied to a Kubernetes release, @msau42 suggested creating a KEP to track the change because it's a big refactor that all CSI Drivers need to do and the design superseeds the CSI Proxy design added in https://github.com/kubernetes/enhancements/blob/master/keps/sig-windows/1122-windows-csi-support/README.md.
