I brought this up in the sig docs meeting today, and consensus was that we no longer need this KEP because we went a different route in formalizing the subproject. @natalisucks and I are working on updating the community docs here https://github.com/kubernetes/community/pull/6769, and plan to close this PR once we have updated the right places with information from the KEP.
